Boyer asks Comingo for information about the proper procedure for discharging soldiers. He also reports that Jefferson J. Shaw of Chariton County was discharged from his regiment despite being fit and wanting to remain in the service. "It does seem to me," Boyer writes, "that there is a screw loose somewhere."
